If your download is blocked, that's not totally unexpected. Browsers track the number of times that sofware applications have been downloaded, and if that number is not large, they flag new downloads as potentially suspicious. The Judging Scores applications have not been downloaded by many hundreds of people so you may encounter such a warning.
The status of a download typically shows up at the top of your browser. The status can always be accessed by clicking on the Downloads menu item. If your download is blocked, you will need to unblock it.
In Chrome: select the Judging Scores entry in the Downloads list, then select Download suspicious file. If you then try to run the file and get Windows protected your PC, select More info and then Run anyway.
In Microsoft Edge: select the three dots(More actions) to the right of Juding Scores entry in the Downloads list, then select Keep. Select the down arrow next to Delete and then select Keep anyway.
